Probably the forum hosts, more than likely as a data 'captcha' for those that don't enter a year.
Don't think they're really "rules", just a way to catch invalid year entries. They could have perhaps phrased it better by exclaiming an invalid year error message rather than an apparent ageist thing I suppose.
Then again 'ageism' is one of the lesser enforced discriminations than any other.
By the way, Happy Birthday for tomorrow.

The forum software I have used for 15+ years also has a similar rule of year of birth being compulsary, so for CTDX it is almost certainly phpBB that has it in the software.
