PSU - Homebase CB - Meter - Antenna
I would get it all set up and tuned before considering using any kind of amp. Make sure its all running correctly in its simplest form.
Regards the PSU that will depend on how many Amps your radio is going to pull.
You will need to see what the front and rear ports on the PSU are rated at but generally the rear of the PSU will be higher rated (but not all) and most probably what you will need, almost certainly if you intend to use an amp once set up, my PSU cig socket is rated at 10 amps for example.
Details of your PSU (model no etc) will help members advise you.
CBs are generally requiring around 3 - 5 amps on legal power, adding an amp will raise it much higher dependant on how many watts its pushing.
Get the basic setup running correctly first

The cig socket should run the CB no problem but an amp would most likely need the back ports then

TBH mate I would not run that Alinco plugged in to the cigarette socket it too powerfull unless you're gonna leave the power setting on about 3 watt all the time which I doubt, those normal little 40 channel AM/FM none SSB radios are ok in the cigarette lighter cos there only running 3 or4 watts full power, infact most come with a cigarette lighter plug fitted on the power cable when sold new , but it's up to you but I wouldn't plug a multi band radio in to the cigarette socket cos I've seen a few electrical accidents happen by doing it.

Ah you’ve updated you profile since, I was not aware it was a multi mode, no idea what you had, that’s a nice looking radio and with 12w available to you, yup I’d agree with Nubster, plug it in to the back in this case.
I would expect you can run you radio and amp on that PSU as long as your not running 300W
PS remember to be careful to not overdrive the inputs on the amp, it will have a recommended max on the inputs
