I recall somone saying there were Software Defined radio nodes or gateways you could monitor online and was gargling away to find one, all my results were related to IT security, probably as i search that a fair bit due to my job.
So question is does anyone know of a url where it is possible to listen in on 11M so as to monitor for when the skip lifts?

Hi Mike,
Yes you can.
There are a few around now, have a look here websdr.org for a list, its also tells you what bands each one covers to save alot of clicking. Have a search for web sdr, that should bring up a few more.
