I think the chances of getting caught by ofcom etc while using 27.555 now a days are slim to none.
If you did your foundation licence it gives you plenty more opportunity to play radio if and when 11m is in poor working conditions.

There's a lot of sometimes confusing history with the CB frequencies Jimmy.
As you say the 'triple-5' or 27.555MHz is an illegal to use frequency, not just here in the UK but many countries including the US due to past historical usage. Over time there seems to be a bit of a 'squatters rights' on the so called 'freeband' frequencies with many international operators using it. Who can blame them as it usually is away from the 'noise' of the legal frequencies (although not so much nowadays) and with the right conditions contacts can be made across the world.
It's a bit of a read but if anyone is interested in finding out a bit more about 'CB' frequencies there's a good resource at the following link :-
https://www.hfunderground.com/wiki/CB
Just remember that although many make use of such 'freeband' frequencies it's use is still technically illegal and you face any consequences at your own risk.
Much to the joy sometimes of so called 'Pirate' stations.

27.555 is not legal in any country in the EU nor is it legal in Australia, Canada, USA, New Zealand, in fact pretty much the entire first world.

I have been a 'freebander' since the mid 80's. I use it everyday and love it. The way I see it is if you are a good boy and do not cause any trouble or interference then you will be ok. I have always run a clean station using good quality low pass filters etc and I have never had any issues. I think if you start messing about and causing interference to everyone then you are asking for trouble. Be a good operator and run a clean station.

I believe it's classed as part of a legal ham band in Somalia. Mind you, it's not the only pirate activity in that part of the world!

Freeband 27MHz has its pros and cons just like the hams bands. If a power station wants to cause havoc with a 1KW military tube amp it can do very easily and the main single call channel is done for. This is a down side.
Small stations on ham bands, QRP and foundation can and do get swamped all the time. No channelization means you can be happily calling SSB phone and then you have S7-S9 bleeding over you from 2-3kHz up or down. Not hearing you and that's your chosen freq done for. So you move and start all over again and then give it 5-10 30mins and the same happens again and it happens OVER and OVER again. You have to get over that hurdle.
There are a lot of ignorant ham ops that have no issues with crackling up and down 80kHz with their shoddy built amps.
Best bet for free band is call and listen CQ on adjacent channels to the .555 after checking they are free. Have to try and use common sense to get around trouble makers. Everyone has to use the radio bands so dodge the trouble makers. Sure it will cut your DX in half probably but better than listening to some fool's ranting and music.
11m DX on high band has always had its own challenges, day to day that needs an approach unto itself. Everyone can help each other and be sensible and that is how everyone gets their share of DX.
Call either side that's the only way to get around it. Find your spot and try your luck.

All frequency's outside the legal channels are for sure illegal to send on either by licenced Radio amateurs or regular CB Pirats. But there are still countries on this planet who allow CB users to transmit on it, i.e. Russia, there it is legal to use CB on all frequencys between the 10 and 12mtr Ham bands not only by 10 khz steps but each 5 khz.

I often get my neighbours very strong transmissions , all over the 26.000 area.
