It's certainly easier to be up a big hill John than raise the same antenna height with scaffold poles. (I'd need some 300 foot of poles to reach your antenna height! )
Depends on the surrounding terrain as well, no good if you're encircled with mountains. (I'm at the bottom of the deep Ouse valley which doesn't help.)
Still, I manage to get signals out and that's what it's all about.
If you're interested in looking at your surrounding terrain the following link is a handy one :-
In my region of The Netherlands, i'd say just about 4m above sea level. Not a very big problem fo NVIS connections in The Netherlands and of no influence on DX connections.

For 11m, ASL is one factor to take in to account when looking for height, so is how high AGL you mount it. A high ASL isn't always the winning attribute though, it depends if you're looking for line of sight, or short or long skip contacts. Some people do amazing DX at 0m ASL by the sea fronts. Some others might not do so well at 100m ASL if they have higher hills or buildings surrounding them.
My home QTH is approximately 115m ASL. Lowest parts of antennas are approx 5m AGL (if you say ground level is the ground around my house, antennas in loft). 10/11m works well to EU on single hop skip, good clearish long distance path to south America, but some other directions and further distances are harder work with terrain in the way.

I'm at 300ft (91m) asl, but of course surrounding area will make a difference to range and there's a great site to see what's around you: https://en-gb.topographic-map.com/maps/b9/England/ it's in colour too. Zoom in to your area and click where you are to get height.

My QTH is about 50feet asl in the north end of the Adur river valley. Only real take off is north east round to east, South Downs surround us from east round to west and land rises up towards the North Downs and the Weald.
Does not really affect HF but VHF is a bit dodgy but over time I have worked some really good VHF/UHF dx over these 600foot hills.
So never give up just have patience for when propagation comes a knocking.

I'm actually at see level, the home QTH is just a few hundred yards from the beach in Redcar.
I like working DX on 20 & 40 meters so as Neil has already said this can be an advantage.
Best 73 Gary.

My home qth is 339m asl. On legal cb my best direction is to the North and the best distance on groundwave is around 10 miles. Unfortunately my house is at the lowest point on the estate and is surrounded by hills with tall trees on them. The hills are very close in and the highest hills are 200m plus in height, so take off is abysmal.
The positive, is my favourite dx location is a five minute drive and then I am 515m asl with fantastic take off to the south and west. I can reach west Wales and the east coast of Northern Ireland on groundwave on ssb on 11m.
73s John.
