I'm pretty sure the Anytone CRT programming software is PC only but can/should run under a 'virtual machine' option on Mac & Linux.
However I don't believe there is an option for Chrome OS. I know people install Linux on Chromebooks whether as a replacement operating system or alongside Chrome and successfully run LibreOffice or other such, but I have no personal experience of whether the Anytone software runs under a WINE windows environment. (How I run some software on Linux but not everything works!)

(I installed Linux on a typical notebook recently to see if it would work and it was truly terrible!)
Or....maybe you could borrow/use someone's PC system for just such a task?
Maybe send the radio off for programming, or even visit a CB store?
