Stubborn Magnum 257

I'm so thankful the website has a search option. I learned there are 3 topics on the Magnum 257 but none of them addressed my questions:
How do I get the CtCSS tone active?
How do I activate the Shift?

I have read the brief instructions for use from cover to cover (and back) , searched the WWW, but nowhere have I found an answer to my problem. Because my Magnum is stubborn.  
There is no way I can get the Shift and the CtCSS tone active!
I'm starting to suspect it has to do with the position of the jumpers. But I can't find any information about that in the context of my topic.
Has anyone experienced this before, does anyone have a solution? I'll be grateful for it.
This concerns the Magnum 257 with blue display and not the HP.

It'll only work on FM mode. It's only really of any use if you're using repeaters.

Hi Alan, thanks for your message.
I know it only should work in FM but it just doesn't do it. On non of the channels/frequencies.
That's why I am asking if anyone has a solution. I wonder if it's the software but then again: there's not much in there and I can't hook it up to a computer. :suspect:Strange things happening here.
