It looks like a yagi beam aerial for VHF to me, my first thought was for broadcast FM but it depends how long the double element is (where the wire goes to), it'll be half a wavelength so if you know that the band/frequency is easy to work out.

Agree, most likely FM broadcast the T match is missing a clamp.
Neighbour across from me still has the same antenna but 4 element version.
