Hello Antony . At 21' I'm assuming the mast is a steel scaffold pole ??? If so it's a lot of weight and my thoughts would be to cement it into the ground quite a substantial few feet down. If it's aluminium you'd get away with less but it depends what antenna you put up. A cheap £40 17' silver rod. Antron 99 or a 23' Sirio gainmaster for example. By the way a T2LT is a proper aerial and you could buy a 7m fibreglass pole for £30 as seen here

It is aluminium. Cementing it in the ground is a no go as nothing can be fixed in the ground and I plan to move so I would love to take it with me

If you have one of those metal parasol bases you could get a 5-6' pole and attach say an Antron 99 to it for now. Weigh the base down or peg it .
And when you move, use the Antron on the 21' pole.

You might be best sticking with the 2tlt and getting a fibreglass pole then. Or/and an inverted v antenna in the loft.

I’m using a Hawkins thunderbolt 5/8 wave (similar to a 2tlt) on a 12mtr fibreglass pole and it works fine,, sure it would be better higher but it seems to work well enough
