The council told me I need planning permission to put up an antenna...

I really need something outside because my signal is rubbish using an antenna indoors and because a half wave CB antenna is about 17 foot that is something that will be awkward and dangerous to keep putting out of a window each time I want to go on my CB. I have no outdoor space, no garden, no roof access but I could install a half wave silver rod to the side of the building on a long pole which would make life a lot easier, then I don't have to faff about with poles and whips and other contraptions to try get stuff  out and up in the air.

How would I apply for planning permission?

Most just put them up and cross there fingers.
When i was first on CB i had my silver rod on a pole mounted to the chimney stack and never had a problem even when the council did work on the roof.
Not lived in that house for just over 30 years now but the pole is still up there no antenna on it.

There's a saying that goes "don't ask for permission first, ask for forgiveness afterwards" which has worked for me (so far, fingers crossed), I've got 25ft+ poles with long aerials on, both CB and ham for more than 10 years now.

It depends of course if your place is owned or rented, rented needs landlord approval, and where you live, I'm in the suburbs but people I know in the city have had issues. If you ask for planning permission there's a good chance it'll be refused because clouncils are like that in my experience, though you can ask for retrospective permission after, it will cost money though just to put in an application (non refundable) and it'll draw attention to it.

What have you got to lose just trying it? Are your neighbours friendly? It's usually only complaints that will draw attention to your hobby, but I'd certainly give it a go and see what happens. If it's easy to put up then why not, if it can be taken down easily then I wouldn't worry too much tbh.
