Whrereabouts are you? The SWR is fine and the antenna obviously works because you can hear people - it may be you're near someone on here who can arrange a test with you.

If your radio is only running the standard 3 or 4 watts using a standard microphone and your in a built up area your not going to get out that far maybe 3mile that's the first thing ,second you could be picking up other stations that are alot further away ie: more than the limit of what your radio can transmit in whatever circumstance your in at the time, alot of people think "oh I can hear them they must be able to hear me" but that's not always the case ,maybe around where you was there was nobody in your radios range at the time that could hear you, like what's been said see if you can get someone local in sight would be best , so you can see them, then drive further apart to see how far you can hear each other.

How long is the antenna? If it's one of those short 2-3ft ones you'll be lucky to be heard more than a couple of miles. You'll still be able to hear plenty of people because many of them will be running amps.

If the mini cb is a CRT One N then it should be able to be "modded" to put out a few more watts. See Simon the Wizard's video

A better idea would be to have your mate listen out for you on a quiet channel, start at their house and drive away and see how far you are as the crow flies before you lose contact, making sure you choose a direction where you're not going to be putting a hill between the two of you. Google Maps has a measuring tool that you can use to measure distance between the two points, just open their maps website, right click anywhere on the map and select Measure Distance from the pop up menu.

and try to get high the higher the better high is might, I live in a north south valley but less then 10 mins is a very good spot 700ft asl, and I get out well it radio and its like that, I wish I could sit in the house all day but can not, so out in the car to a few good spots make it a good day have a cook up some tea and a my t2lt antenna, but the weather does not always play fair but if you find a good spot tell no one enjoy the hobby .
